Well, I’ve just applied a Fallen Crusader on my weapon at lvl 58, so I guess this information is wrong.

That’s some encouraging information. I can imagine some improved versions of the older runes popping up as well perhaps, or even runes as quest rewards, rep items, or drops, similar to profession patterns.
