With blood tap and empowered rune weapon (I know they have a 1 and 5 min cd respectively, but for the sake of argument) you could put frost fever on everything, and cast howling blast four times rapid fire (icy touch, pestilence, howling blast, bloodtap, howling blast, empowered rune weapon, howling blast, howling blast). Sure you can't cast it this much every encounter, but when you do have these cooldowns available you could rape a whole group of mobs/people. If they removed the cooldown from howling blast it would be way too op.
