This debuff should hit most tanks rather evenly on the avoidance scale. Yes, other tanks will not lose parry, but then they have far, far less dodge than a bear tank. The sideeffect which worries me more than anything is the loss of the additional Rune Strikes on a tank class which already suffers from threat problems.
